HB 4 -- Preservation of Affordable Housing
Creates a framework for localities to preserve affordable housing by exercising a right of first refusal on publicly supported housing. Applies to 13 funding categories including LIHTC, Section 8 project-based, Section 202/811, Section 236, USDA Rural Housing (515/538), HOME, CDBG, and Virginia state programs. Localities may adopt an ordinance requiring owners to accept a right of first refusal offer to preserve affordability for at least 15 years. Patron: Del. Nadarius Clark (and 29 co-patrons).
